At the summit stands the Zaisan Memorial Complex, built in 1971 in honor of Soviet soldiers. The lower wall of the monument bears an inscription that reads: “Eternal glory to the Soviet soldiers, immortalized under the sun in the sky and honored with fire on the earth.”

Visitors reach the top by climbing a staircase of more than 600 steps, stretching approximately 300 meters, leading to a circular memorial terrace surrounded by a concrete wall. At the center of the platform is a 3-meter-diameter eternal flame (tulga), symbolizing everlasting remembrance of fallen soldiers.

The circular wall has a circumference of about 60 meters and is constructed from reinforced concrete. Its exterior is decorated with embossed Soviet and Mongolian medals and traditional Mongolian patterns, while the interior features a mosaic depicting the historical friendship between the Mongolian and Soviet peoples.

The monument is crowned by a 27-meter-tall statue of a soldier, holding a weapon in one hand and a victory flag in the other. From this elevated viewpoint, visitors can enjoy a full panoramic view of Ulaanbaatar city.
