Kultegin Inscription Monument

Kultegin Inscription Monument is one of the most significant cultural and historical monuments of the early Turkic Khaganate, dating back to the 8th century. It is part of the Orkhon Valley Cultural Landscape and preserves one of the earliest known examples of Turkic runic writing.
The monument is dedicated to Kultegin, a legendary military commander of the Second Turkic Khaganate, and is closely associated with his brother Bilge Khagan. Together, these inscriptions record the political history, state formation, and military achievements of the Turkic Empire.
The memorial complex originally covered an area of about 67 meters in length and 29 meters in width, surrounded by a brick wall approximately 1 meter thick and an outer moat. At its center stood the inscribed stone steles, carved with detailed Old Turkic runic text.
The inscriptions describe Kultegin’s life and achievements, including:
- His early involvement in state affairs from the age of 16
- Military campaigns against various tribes and states, expanding and defending the Turkic Khaganate
- His role in strengthening the state, protecting the people, and establishing unity
The text also reflects deep political philosophy, emphasizing leadership, unity, and the importance of a strong centralized state.
A unique historical detail is that the back side of the stele contains Chinese characters (Tang dynasty script), believed to be related to diplomatic correspondence and mourning messages after Kültegin’s death, reflecting the complex relationship between the Turkic Khaganate and the Tang dynasty.
Archaeological excavations conducted between 1997 and 2007 uncovered more than 4,000 artifacts, including gold, silver, and precious stone objects. Many of these are now preserved in the Khoshoo Tsaidam Museum, along with reconstructed burial artifacts such as a golden crown and silver deer ornaments.
Some of the statues at the site are headless, which is believed to be the result of later historical conflicts and changes in ruling powers.
